Baker Appoints Acting County Attorney, Special Legal Counsel

M. Andree Green nominated as Acting County Attorney, retired Judge William D. Missouri appointed Special Legal Counsel
UPPER MARLBORO, MD— Prince George’s County Executive Rushern L. Baker, III nominated M. Andree Green as Acting County Attorney and appointed retired Judge William D. Missouri as Special Legal Counsel to the Office of the County Executive.
“Prince George’s County residents will be well served by M. Andree Green as Acting County Attorney. Ms. Green has an impeccable record over the last decade of her work with the Maryland-National Capital Park and Planning Commission,” said Baker. “She is a talented and intelligent attorney as well as a dedicated legal advocate for Prince George’s County tax payers and their fiscal and quality of life interests.”
Ms. Green will serve as the County’s lead attorney and will be the Acting Director of the Prince George’s County Office of Law. As Acting County Attorney, Ms. Green’s nomination will have to be approved by the Prince George’s County Council.
Judge Missouri, who recently served as Vice Chair of the Accountability, Compliance and Integrity (ACI) Board, will continue his service to the County as Special Legal Counsel to the Office of the County Executive. Judge Missouri will provide consultation on the legal framework of the Prince George’s County Government and will help develop and implement strategic goals to enhance accountability and compliance in government operations.
“Judge Missouri has a wealth of legal knowledge and is one of the County’s most respected citizens,” said Baker. “He has years of experience in the County and a distinguished legal background, and will be able to provide advice on the legal matters that are of greatest importance to my office. His wise judgment on important legal and governmental issues will also enhance operations in the County’s Office of Law and contribute to its performance as a legal team.”
Biographies of Appointees:
M. Andree Green, Acting County Attorney:
A resident of Upper Marlboro, M. Andree Green has been an attorney for the past 20 years, and has served the citizens of Prince George’s County and District of Columbia for 17 years as a lawyer and law clerk.
Most recently, Green served as legal counsel to the Maryland-National Capital Park and Planning Commission (M-NCPPC) and lead counsel on planning and zoning matters to the five-member Prince George’s County Planning Board since August, 2000. In this capacity, Ms. Green served as a facilitator and advisor for meetings between planning staff and other parties including developers, citizens, and County and State personnel. Ms. Green also represented the Commission in administrative actions and litigation matters before the Circuit Court and Courts of Appeal of Maryland.
Prior to her work with M-NCPPC, Green was an attorney with the law firm, Meyers, Billingsley, Rodbell, and Rosenbaum in Riverdale, MD from 1995-2000. Ms Green also served as an Associate County Attorney in the Prince George’s County Office of Law from 1992-1995. Additionally, Green served as a Law clerk to The Honorable Stephen G. Milliken in the District of Columbia Superior Court.
Green is a 1984 graduate of the University of Southwestern Louisiana, earning a BA in Business Administration and a 1991 graduate of The American University, Washington College of Law with a Juris Doctorate degree. She is currently a member of the Character Committee for the Eighth Judicial Circuit, J. Franklyn Bourne Bar Association, Prince George’s County Bar Association, Maryland State Bar Association, and District of Columbia Bar Association.
Judge William D. Missouri, Special Legal Counsel:
Governor William Donald Schaefer appointed the Honorable William D. Missouri to the Circuit Court for Prince George's County on December 21, 1987. Governor Robert L. Ehrlich reappointed him on November 21, 2003 after serving his initial 15-year elected term. He was reelected for a second term on November 2, 2004. He served as county administrative judge and was appointed by Chief Judge Robert M. Bell to the position of administrative judge for the 7th Judicial Circuit (Calvert, Charles, St. Mary's and Prince George's Counties) on May 1, 1997. He served as the Circuit’s Chief Judge (due to seniority) from December 2007 until his retirement in September 2010. Prior to his appointment to the circuit court, Judge Missouri served as an associate and administrative judge of the 5th District Court for Prince George's County.
Previously, Judge Missouri served as the chair of the Maryland Conference of Circuit Judges, and a member of the Judicial Cabinet and Council; chair of the National Conference of State Trial Judges (NCSTJ); president of the Maryland Bar Foundation; and chair of the Judiciary's Legislative Committee. He is a member of the American Bar Association (ABA); J. Franklyn Bourne Bar Association; Maryland State Bar Association (MSBA); and the Prince George's County Bar Association. Moreover, he is a fellow of the American Bar Foundation; the Maryland State bar Foundation; and a former member of the Maryland State Bar Association's Board of Governors. Presently, he serves as Vice-Chair of the American Bar Association’s Judicial Division.
Judge Missouri was born in Washington, DC. He has served in the United States Air Force. He attended Prince George's Community College from 1971-1973, received a BS and graduated cum laude from Bowie State University in 1975, and received a Juris Doctorate degree from the University of Maryland School of Law in 1978
